Presentation of a Mathematical Model for Supplier Selection in the Supply Chain under Disruption Conditions and Analysis of Operational Strategies Using the House of Quality Approach

Abstract
This paper investigates and analyzes an approach for identifying and artificially disrupting sourcing in the supply chain of parts and assemblies used to manufacture products with indigenous and specialized technology and know-how, which are typically vulnerable to disruption by competitors and political issues. The proposed approach is developed and modeled in three stages. In the first stage, optimal supplier selection is performed under non-disruption conditions, considering the criteria of cost, reliability, and delivery time. Subsequently, using the results of the first-stage model and incorporating the assumptions and constraints of an attacker aimed at disrupting supply sources, an extended goal programming model is developed. Finally, with the support of the qualitative House of Quality (HOQ) decision-support tool, the decision-maker attempts to mitigate the adverse effects of such disruptions by providing appropriate countermeasures based on the user's mission objectives and available data, and by ranking the proposed strategies. A case study is presented to illustrate the details of these stages. The results indicate that optimization models can be used to identify the supplier that has the greatest potential impact from the attacker's perspective and minimize the effects of supply disruptions.
