Methods of measuring the performance of research and development projects

Abstract

The purpose of this paper is to provide some qualitative methods for measuring the performance of research and development projects in public and non-governmental research centers. Methods of measuring performance are separable from top-down methods (such as the target matrix method and bottom-up methods (such as PerMES methods and balanced scorecards).
Top-down methods are more commonly used in public research centers, and bottom-up methods are more widely used in non-governmental research centers. In this paper, based on the widespread use of methods that include the views of various stakeholders, a combination of methods from top to bottom and bottom to top and futuristic and with emphasis on the balanced scorecard method to measure the performance of research projects and Development has been proposed
