بهبود فرآیند مدیریت تدارکات یک شرکت کارفرمایی دولتی با استفاده از مهندسی ارزش

چکیده

در سال‌های متمادی و در قالب به‌روزرسانی‌های استانداردهای مدیریت پروژه تلاش شده است تا با استفاده از تکنیک‌ها و ابزارهای نوین، اثر‌بخشی فرآیندهای مدیریت پروژه افزایش داده شود. یکی از این ابزار‌ها، مهندسی ارزش است که با توجه به قابلیت‌های عملیاتی گسترده‌، در سال‌های اخیر بهصورت روزافزونی در مصارف مختلف مورد استفاده قرار گرفته است. فرآیند انجام خرید در سازمان‌های دولتی به واسطه جنبه‌های مختلفی از بخش خصوصی متفاوت است، بدینصورت که خرید کالای مورد نیاز در این سازمان‌ها مستلزم انجام فرآیند اداری خاصی است. در این مقاله، نتایج پیاده‌سازی رویکرد مهندسی ارزش در بخش تدارکات در یک شرکت کارفرمایی دولتی ارائه شده است. در این مسیر به کمک سنجش عملکرد بخش تدارکات شرکت از منظر مجموعه‌ای از شاخص‌های کلیدی عملکرد، با استفاده از تکنیک‌های مهندسی ارزش راهکاری برای بهبود سیستم حاضر ارائه گردیده است.

چکیده [English]

Projects are crucial in the social-economic development of a country. One of the considerations in projects is the procurement of goods, works, services, and consultancies as inputs to implement projects in order to achieve the desired objectives. In this paper, project procurement management processes is evaluated with value engineering approach. Value engineering (VE), which is also known as value methodology (VM), is a systematic and structured approach for improving projects, products, and processes. The objective of the analysis is the identification of potential problematic areas and the design of new framework in order to maximize the possibilities of a successful implementation of a procurement system. The outcome of the research enabled the definition of the appropriate analytical practical solution.
