تدوین مدل راهبردی ارزیابی عملکرد زنجیره تامین پایدار در بخش خدمات (شاهد تجربی: سازمان تامین اجتماعی کشور)

چکیده

مدیریت زنجیره تأمین خدمات ابزاری است برای پیش بینی، برنامه­ریزی، اجرا و کنترل فرایندهای زنجیره تأمین با هدف تأمین نیازهای مشتریان و جلب رضایت آنها که شامل هماهنگی، یکپارچگی و کنترل محصول، اطلاعات و جریان نقدی درون سازمان و بین شرکاست. مقاله حاضر با هدف ارائه مدلی جهت ارزیابی عملکرد زنجیره تامین پایدار در بخش خدمات (شاهد تجربی : سازمان تامین اجتماعی کشور) بوده است و از حیث هدف، توسعه ای است. جامعه آماری تحقیق شامل خبرگان و مدیران شعب نمونه تامین اجتماعی کشور و روش نمونه­گیری بصورت خوشه ای بوده است. از مصاحبه نیمه ساختاریافته جهت گردآوری اطلاعات استفاده شد و با 15 نفر خبره در این حوزه مصاحبه شد. نتایج حاصل از  تکنیک کیفی با روش تحلیل مضمون به رویکرد استقرایی (مبتنی بر داده) و الگوی براون و کلارک (2006) و به کمک نرم افزار MAXQDA حاکی از استخراج3 بعد، 10 مولفه و 47 شاخص در رابطه با ابعاد، مؤلفه‌ها و شاخص‌های تاثیرگذار بر ارزیابی عملکرد زنجیره تامین پایدار خدمات در سازمان تامین اجتماعی کشور بوده است.  در نتیجه توجه به آموزش و بالا بردن سطح آگاهی و مهارت­های اجتماعی، ایجاد سیستم اندازه­گیری و نظارت بر عملکرد زنجیره تامین و راهکارها و پیشنهادهایی در راستای مطلوبیت آنها به مدیران و متولیان امر توصیه شد.

چکیده [English]

Service supply chain management is a tool for predicting, planning, implementing and controlling supply chain processes with the aim of meeting customer needs and gaining their satisfaction, which includes coordination, integration and product control, information and cash flow within the organization and between partners. The purpose of this article is to provide a model for evaluating the performance of sustainable supply chain in the service sector (experimental evidence: the Social Security Organization of the country) and in terms of its purpose, it is developmental. The statistical population of the research included experts and managers of sample social security branches of the country and the sampling method was clustered. A semi-structured interview was used to collect information and 15 experts in this field were interviewed. The results obtained from the qualitative technique with thematic analysis method based on the inductive approach (based on data) and the model of Brown and Clark (2006) and with the help of MAXQDA software indicate the extraction of 3 dimensions, 10 components and 47 indicators in relation to the dimensions, components and influential indicators. It has been based on the evaluation of the performance of the sustainable supply chain of services in the country's social security organization. As a result, it was recommended to managers and trustees to pay attention to training and raising the level of awareness and social skills, creating a system of measuring and monitoring the performance of the supply chain and solutions and suggestions in line with their desirability.
