شناسایی و ارزیابی ریسک‌های زنجیره تأمین در پروژه‌های گازرسانی استان هرمزگان

چکیده

زنجیره تأمین صنعت گاز به‌عنوان یکی از بزرگ‌ترین صنایع پیچیده در جهان از ریسک‌های متعدد فنی، مالی، سیاسی، اجتماعی، ریسک‌های مرتبط با بلایای طبیعی و... برخوردار است. چنان چه مدیران سازمان‌های مرتبط ریسک‌های مذکور را به‌درستی مدیریت نکرده و راهکارهایی مناسب در جهت کاهش یا حذف اثرات این ریسک‌ها را در دستورالعمل خود قرار ندهند، با ضررهای هنگفت و جبران‌ناپذیری روبرو خواهند شد. هدف تحقیق حاضر شناسائی و ارزیابی ریسک‌های زنجیره تأمین در پروژه‌های گازرسانی استان هرمزگان است. در مرحله اول با استفاده از مرور ادبیات 50 ریسک‌ شناسایی شد که در ادامه با استفاده از روش دلفی این ریسک‌ها غربال و 35 ریسک مورد تایید قرار گرفت. سپس با استفاده از روش‌ تحلیل FMEA رتبه‌بندی ریسک‌ها انجام گرفته است. جامعه آماری تحقیق حاضر شامل کلیه خبرگان و متخصصین در پروژه‌های گازرسانی استان هرمزگان و ابزارهای جمع‌آوری اطلاعات شامل پرسش‌نامه دلفی و پرسش‌نامه FMEA بوده است. نتایج پژوهش حاضر نشان داد که مهمترین ریسک‌های زنجیره تأمین در پروژه های گازرسانی استان هرمزگان به ترتیب ریسک‌های سرمایه‌گذاری، نقدینگی، خط‌مشی، محدودیت ظرفیت، قیمت‌گذاری مناقصات، تأخیر یا اختلال در تأمین و هزینه می باشند که برای هر یک از آنان راهکارهایی جهت مدیریت و کاهش اثر بیان شده است.

چکیده [English]

The gas industry supply chain, as one of the largest and most complex industries in the world, is subject to numerous technical, financial, political, social, and natural disaster-related risks. If managers of related organizations do not manage the aforementioned risks properly and do not include appropriate solutions to reduce or eliminate the effects of these risks in their instructions, they will face huge and irreparable losses. The aim of this study is to identify and assess supply chain risks in gas supply projects in Hormozgan province. In the first stage, 50 risks were identified using a literature review, and then these risks were screened using the Delphi technique and 35 risks were approved. Then, the risks were ranked using the FMEA analysis method. The statistical population of the present study included all experts and specialists in gas supply projects in Hormozgan province, and the data collection tools included the Delphi questionnaire and the FMEA questionnaire. The results of this study showed that the most important supply chain risks in gas supply projects in Hormozgan province are, respectively, investment risks, liquidity, policy, capacity constraints, tender pricing, delay or disruption in supply, and cost, for which solutions have been outlined for each of them to manage and reduce the impact.
